The headman is the first person they meet on Phoenix of the Sky. He isn't a great influence on the characters, but in the book he threatens to report them to the Security for possessing banned books. Also, when the headman leaves it gives them a chance to have some freedom. Though he is not a major character, the headman is a very important minor character.
